At a meeting of Sovereign Grand Inspectors General in the Supreme Council 33rd degree, duly convened and legally held in the Grand Council Chamber, the 14th day of the seventh month called Tisri 5563, the True Light year of 5802, and 10th day of October 1802 of the Christian Era. The Grand Commander informed the Inspectors that they had been summoned to consider the opportunity to address the Symbolic Grand Lodges, Grand Lodges to Sublime and Great Tips prevalent on both hemispheres, Letters circular explaining the origin and nature of the Sublime Degree of Masonry and their institution in South Carolina.
A proposal to this effect was then passed on the spot, and a committee composed of Dr. Frederick Famous Brothers Dalcho, Dr. Isaac Auld and Mr Emmanuel De La Motta, Grand Inspectors General, was appointed to prepare and submit this letter to the Council at its next required.
At the meeting of the Sovereign Grand Inspectors General in the Supreme Council 33rd & c. & C. & C. Ie 10th day of the 8th month called Chislev 5563, the year of V. L.. 5802, this 4th day of December 1802 of the Christian Era. The Commission, which had been referred to the resolution, the Council respectfully submitted the following report:
Tracing the course of Masonry from the time the most distant and fix the exact dates of incorporation of each degree, is the greatest difficulty. As Symbolic Masons, we trace our origins to the creation of the world where the Almighty Creator, the Great Architect of the Universe, instituted the immutable laws that gave birth to science.

The diversity of skills, talents and inclinations made them, to some extent, dependent on each other, and thus constituted itself the secular society, it followed naturally that men of character and similar provisions joined together more closely, which gave birth to institutions related to their designs and adapted to their spirit; this leads to the exclusion of those who, through their ability, temperament or condition, were unable to participate in knowledge other, or useless, even dangerous to the welfare of the general interest.
As civilization began to spread around the world and the minds of men grew to the contemplation of works of nature, the most intelligent men cultivated the arts and sciences. Contemplation of the Planetary System, as a work of an Almighty Artist, as well as attributes of God, gave birth to religion and the Science of Astronomy. The extent of the land, the division and demarcation of their property gave rise to geometry. These three occupations pooled, gave birth to the Mystic Order, and we instituted words, signs and touching order to appoint members initiated or accepted.
It is probably impossible to determine precisely when the first degrees were up as they conferred on me today because of the loss or destruction of England most of the archives during the Occupation wars against the Danes and the Saxons. Fantasy blends greatly to the history of Masonry in the older and the time the dust cover to such an extent that it is impossible to draw satisfactory conclusions, but as we ascend to the present time, we have authentic records of our government. Although Symbolic Masons say their companies have their roots in the earliest ages of the world and back to the creation, they are not taught in their degrees yet the events that took place in the construction of the first Temple (over a minute of seven years), 2992 years after creation. They ignore the history of their order prior to this period and the significant and important art both before and since that time.
Many boards of the Sublime degrees contain an abstract of the arts and sciences and history are recorded many facts of importance and value collected from Authentic Records available to our society and, how they are given, can never be truncated or distorted. This is an object of the first magnitude in a society whose principles and practices should be invariable. Unfortunately, variations and irregularities have crept into the mass Symbolic degrees, due to lack of knowledge among many Masonic president who held blue, and this is particularly the case with those who do not know the Hebrew language which all words and Passwords are given. The Sublime Grand Lodge, sometimes called Ineffable Lodge or Lodge of Perfection, is the 4th to the 14th degree inclusive, the last being that of Perfection. The 16th degree is the Grand Council of Princes of Jerusalem which has jurisdiction over the 15th degree called Knight of the East and also on the Sublime Grand Lodge, the Grand Council in relation to her what a Symbolic Grand Lodge by compared to its subordinate Lodges. Not without a constitution and charter issued by the Great Councils or higher by a Board or an Inspector, these boxes are considered irregular and punished accordingly. The jurisdiction of a Lodge of Perfection spans over twenty-five leagues.
It is known that about 27,000 Masons accompanied the princes Christians in the Crusades to recover the Holy Land to the infidels. During their stay in Palestine, they found among the descendants of the ancient Jews several important Masonic manuscripts which have enriched our archive of authentic acts, which are based on some of our degrees.
Some extraordinary discoveries were made and certain extraordinary events occurred during the years 5304 and 5311, and this gives the Masonic history of this period of extreme importance. This period is dear to the heart of Macon full of ardor for the cause of his Order, his country and his God.
Another important discovery was made in the year 5553: it is a record in Syriac characters on the most remote antiquity, from which the world appears to be the oldest of several thousands of years not shown in the Mosaic account, it is an opinion shared by many scholars. Only a few passages have been brought before the reign of our most Illustrious and Enlightened Brother King Frederick II of Prussia, whose ardor for the well-known business was the cause of great advancement of the society he condescended to preside.
As society progressed and old documents were discovered, the number of our degrees increased until, over time, the system was completed.
According to our records, which ones are genuine, we're aware of the constitution of the Sublime and Ineffable degrees of Masonry in Scotland, France and Prussia soon after the Crusades.
But as a result of circumstances unknown to us, after the year 4658 (18), they fell into oblivion until the year 5744, when a gentleman from Scotland came to visit France and restored the Lodge of Perfection Bordeaux.
In 5761, the lodges and councils of higher degrees having extended throughout the European continent, His Majesty the King of Prussia, as Grand Commander of the Order of Prince of the Royal Secret, was recognized by all Member of the Trade as chief of Sublime and Ineffable degrees of Masonry throughout the two Hemispheres. His Royal Highness Charles, Crown Prince of the Swedes, Goths and Vandals, Duke of Sudermania, Heir of Norway, & c. & C. & C. was and is still the protector of the Grand Commander and Sublime Masons of Sweden and his Royal Highness Louis de Bourbon, Prince of the Blood, Duke of Chartres, & c. & C. & C., and the Cardinal, Prince and Bishop of Rouen, were at the head of these degrees in France.
On 25 October 5762, the Great Masonic Constitutions were finally ratified in Berlin and proclaimed to the government of all the Lodges of Sublime and Perfect Masons, Chapters, Councils, Colleges of Art and Consistories Royal and Military Order of Freemasonry on the surface two hemispheres. There are secret constitutions, existing from time immemorial, which is alluded to in these documents.
The same year, these constitutions were sent to our Illustrious Brother Stephen Morin, 27 August 5761, was appointed Inspector General of all the Lodges, & c. & C. & C. New World by the Grand Consistory of Princes of the Royal Secret meeting in Paris and chaired by the representative of King of Prussia, Chaillon de Joinville, Deputy General of the Order, Right Worshipful Master of the first Lodge of France, called Saint- Anthony, Head of Eminent degrees, Commander and Sublime Prince of the Royal Secret, & c. & C. & C.
Also present were the following Distinguished Brothers: The Brother Prince of Rouen, Master of the Grand Lodge of the understanding, and Sovereign Prince of Masonry, & c. The Horn, Deputy Grand Master, Right Worshipful Master of Trinity Lodge, Grand Elect, Perfect Knight and Prince of Masons, & c. St. Maximilian Simon, Senior Grand Warden Grand Elect, Perfect Knight and Prince of Masons, & c.
Savalette of Buchelay, Grand Keeper of the Seals, Grand, Elect, Perfect Knight and Prince of Masons, & c. I Duc de Choiseul, Right Worshipful Master of the Lodge Children of Glory, Grand Elect, Perfect Master, Knight and Prince of Masons, & c.

When Brother Morin arrived at St. Domingo, in accordance with its Patente, he appointed an Inspector General Delegate for North America. This honor was conferred on Mr. Hayes Brother, with power to appoint other Inspectors General in case of need. Morin also called Brother Brother Franklin Inspector General Delegate for Jamaica and the Leeward Islands, British, and Brother Colonel Provost for the Windward Islands and the British Army.
Brother Hayes appointed Inspector General Delegate for the state of South Carolina Brother Isaac Da Costa who, in the year 5783, establishes the Sublime Grand Lodge of Perfection in Charleston. After the death of Brother Da Costa, Brother Joseph Myers was appointed Inspector General Delegate to the state by Brother Hayes, who had previously also named Brother Colonel Solomon Bush's Inspector General Delegate for the state of Pennsylvania and Mr. Barend Brother Spitzer in the same way for Georgia, these decisions were ratified at a meeting of inspectors when they were assembled in Philadelphia on June 15 5781.
On 1 May 5786, Great Constitution called the 33 degree, the Supreme Council of Sovereign Grand Inspectors General, was finally ratified by His Majesty the King of Prussia, as Grand Commander of the Order of Prince Royal Secret, held Supreme Masonic authority on all Trades. In the new Constitution, these powers were conferred high in every country to a Supreme Council of nine brothers who own their own territory, all the Masonic prerogatives that Her Majesty had individually, and what are the Sovereigns of Masonry.
On 20 February 5788, was opened in this city the Grand Council of Princes of Jerusalem which was attended by the Brother J. Myers I.G.D. for South Carolina, Brother BM Spitzer, IGD for Georgia, and Brother A. Forst I.G.D. for Virginia. Shortly after the opening of the Council, a letter was addressed to His Royal Highness the Duke of Orleans at this point seeking to send some documents from the archives of French society in its response through the Colonel Shee's Secretary, he very kindly promised to forward them, but unfortunately, the beginnings of the French Revolution prevented the shipment.
On 2 August 5795, Brother Colonel John Mitchell, former Deputy Quartermaster General of the Armies of the United States, was made Inspector General Delegate for this condition by the Spitzer Brother following the departure of the country's Brother Myers.
The action of Brother Mitchell was limited until after the death of Brother Spitzer, who came the following year. Many eminent Brothers degrees having arrived from abroad, Consistories Princes of the Royal Secret is held from time to time for initiations and for other purposes.
On 31 May 5801, the Supreme Council 33rd Degree for the United States was inaugurated with all the dignitaries of Masonry by Brothers John Mitchell and Frederick Dalcho, Sovereign Grand Inspectors General, and in the course of this year, the total number of Grand Inspectors General was completed in accordance with the Grand Constitutions.
On 21 January 5802, a charter Constitution granted the seal of the Grand Council of Princes of Jerusalem for the establishment of a Lodge of Master Masons of Mark in this City.
On 21 February 5802 our Illustrious Brother Count Alexandre Francois Auguste de Grasse, was appointed Deputy Inspector General of the Supreme Council, Grand Inspector General and Grand Commander of the French West Indies and our Illustrious Brother Jean-Baptiste Marie De La Hogue, Inspector General Delegate was also a Grand Inspector General and appointed Lieutenant Grand Commander of the same islands.
On 4 December 5802, a charter Constitution granted the seal of the Grand Council of Princes of Jerusalem for the establishment of a Sublime Grand Lodge in Savannah, Georgia.

For too long, and particularly of late, Masonry has been the subject of the most vituperative attacks.
When the convent, after careful examination of ancient constitutions of the Scottish Rite and accepted, keeping with religious reverence the wise provisions that protect and perpetuate it, the issue of empty Masonry and obstacles will penetrate more and more of the breath of freedom that animates our time when on a firm foundation, it penalizes an intimate alliance between the Masons of the world, the convent can not be separated without reply in a dazzling demonstration of appalling slander and energetic anathema.

Freemasonry proclaims as it has proclaimed from its origin, the existence of a creative principle, as the Grand Architect of the Universe.
It imposes no limit on the search for truth, and to ensure that all the liberty it requires all tolerance.
Freemasonry is open to people of every nationality, every race, every creed.
It prohibits any discussion in the workshops and religious policy, and it welcomes any neophyte, whatever his views on politics and religion, which it does not concern itself, provided it is free and good manners.
